Analisis Kebijakan Penerapan Syariat Islam di Aceh
Abstract
This study examines the role of government policy in the implementation of Islamic law (Sharia) in
Aceh, Indonesia. As the only province in the country granted special autonomy to formally enforce
Sharia, Aceh presents a unique case in understanding the interaction between legal frameworks,
political interests, and policy execution. The findings indicate that, despite the existence of
comprehensive regulations, the implementation of Sharia has not been fully effective across all 23
districts and municipalities. One of the key challenges is the inconsistency in enforcing sanctions for
violations, which undermines the credibility of the legal system. The study further identifies
insufficient budget allocation as a primary obstacle to effective implementation. Without adequate
financial support, institutional capacity, law enforcement mechanisms, and public outreach
programs remain limited. In addition, the research highlights that the success of Sharia
implementation is not solely dependent on formal regulations, but also on the active involvement of
multiple stakeholders, including government institutions, religious leaders (ulama), academics, and
the broader community. Therefore, strengthening policy commitment through adequate budgeting, institutional coordination, and stakeholder collaboration is essential. A more integrated and well supported policy framework is required to ensure that the implementation of Sharia in Aceh aligns with its intended objectives and meets societal expectations. This study contributes to the broader discourse on Islamic governance by emphasizing the importance of policy effectiveness, resource allocation, and multi-stakeholder engagement in the implementation of religious-based legal systems.
